Manager of Engineering and Public Works (Permanent Full Time)
Reports to: Chief Administrative Officer
Position Summary:
To provide technical expertise, leadership and strategic direction for municipal engineering projects, health and safety protocols, and departmental operations.
Key Responsibilities:
- Provide strategic leadership and operational oversight for all Engineering and Public Works functions, ensuring the safe, efficient, and cost-effective delivery of municipal services.
- Lead and supervise engineering and public works staff, ensuring efficient and safe operations.
- Oversee the design, operation, and maintenance of municipal infrastructure including roads, water and sewer systems, and public works equipment.
- Develop and implement health & safety protocols and departmental practices to ensure a safe working environment and compliance with regulations.
- Provide technical advice and direction on infrastructure and public works projects, offering expert guidance to the CAO, Council, and project teams.
- Coordinate capital works projects including budgeting and scheduling, ensuring timely and cost-effective project delivery.
- Liaise with consultants, contractors, developers, and government agencies to advance municipal infrastructure initiatives and maintain strong working relationships.
- Ensure compliance with environmental standards and provincial regulations, and maintain adherence to all relevant municipal policies.
- Manage departmental budgets and reporting, ensuring responsible fiscal planning and monitoring of expenditures.
- Support staff training and professional development, fostering a high-performing and skilled workforce.
- Lead the development of short- and long-term infrastructure plans, asset management strategies, and lifecycle maintenance programs aligned with Council priorities.
- Oversee procurement processes, contracts, and contractor performance, ensuring transparency and value for money.
- Coordinate emergency responses to infrastructure failures, extreme weather events, or other public works emergencies.
Qualifications and Hiring Requirements:
- Professional Engineer (P.Eng.), Certified Engineering Technologist (CET) with municipal experience, or a relevant engineering degree from an accredited institution.
- Minimum of 3 years of experience in municipal engineering or public works.
- Strong leadership, communication, and technical skills.
- Knowledge of municipal operations, infrastructure, and public works principles.
- Valid Class 5 driver’s license.
- Experience with health and safety management is an asset.
- WHIMIS Certificate.
- Standard First Aid Certificate.
- Clear Code of Conduct and Vulnerable Sector Check.
Working Conditions:
